"We support structures and rules that prevent discrimination in the labour market against people from other countries. We are sincere supporters of a flexible and open internal market in the EU. We believe, however, that individual Member States should judge which professional qualifications are to be mutually recognised. Unfortunately, the directive takes insufficient account of national needs and basic conditions. Education systems vary from one Member State to another, and, in practical terms, it is thus difficult mutually to recognise all professional qualifications. We support the amendment recommending that the directive should not apply to notaries exercising official authority."@en1
