". We have always tried to maintain an open and honest dialogue with the UK Government, not least on information, but we also respect the will and plans and strategies of each and every Member State. It would be very unfortunate if we were seen to be trying to force upon a Member State anything that would then be seen as propaganda or to be trying to interfere with a debate under way in a specific Member State. We instead offer our support, our help, the material and all the facts that we can make available to each and every Member State. I hope that we will continue these talks and see how best we can help the UK Government with information on the Constitution, but the strategy always has to be a national one. We can assist, help and back up the national strategies, and that is how it has been planned up until now."@en1
