I do, of course, understand that you are stating how you are trying to explain to the public what this is really about, but what causes me concern is that information is readily interpreted as propaganda. If that is the case, you can end up with the opposite effect of what you were trying to achieve. I would like to ask the Commissioner what efforts are being made to prevent information from being turned into propaganda, in other words to include in the information both the positive and negative aspects of the present draft Constitution. I think that the public should be given both sides so that they can take the right decision."@en1
