"Mr President, ladies and gentlemen, as representatives of the new EU Member States, we have been somewhat disturbed by the latest news on the Luxembourg Presidency’s proposals concerning the European Union’s budget for 2007-2013. These proposals will place the new Member States, in particular the Czech Republic and Hungary, but also my country, Poland, at a disadvantage. This is mainly a result of proposals to reduce the share of GDP paid into the EU budget by the Member States and to lower the aid ceiling to below 4% of GDP, which would be particularly unfair. I should like to make it very clear that this would amount to nothing less than unilateral amendments to the treaties on accession concluded with Poland and the other new Member States. Is this all that remains of the much-vaunted European solidarity we heard about before the accession referendums in our countries? Is this the best example we can set of European cohesion? These are the questions you should be asking yourselves, ladies and gentlemen, and the questions to which all of us in this House should provide an answer that is both honest and sincere."@en1
