The Council has on many occasions condemned the massacre of civilians, including journalists, and has always emphasised the need for the authorities concerned to carry out extensive investigations each time an incident occurs. The Council is aware of the fact that a number of incidents have still not been properly explained and have still not been investigated thoroughly. It will continue to bring up these incidents and to call for investigations within the desired timeframe. With regard to the specific incident referred to in the questions, the investigation carried out by the United States’ authorities concluded that the American forces were not to blame. The victim’s family, however, has filed a lawsuit against the American soldiers involved. Under those circumstances, the Council does not think it would be appropriate to comment on the matter."@en1
