lpv:translated text	"As a major international player, the European Union bears a global responsibility. In view of this fact, I should like to emphasise that the success of EU foreign policy depends upon our partnership with the United States. In spite of the differences that exist between us, the United States, of all the global players, is the closest to Europe, and it is not only common values that unite us. The partnership is a natural result of our common interest in achieving stability throughout the world, in strengthening the rule of law and democracy and in ensuring that global markets operate properly and that raw material resources throughout the world remain available. The North Atlantic Alliance continues to act as a fundamental guarantee of European and US security, yet the challenges we are currently facing are by no means only security-related. I would therefore like to call on the Commission and the Council at this point to present an action plan for a strategic partnership between the European Union and the United States, which would put our dialogue on a broad range of global issues on an institutional footing. The partnership would tackle matters ranging from the functioning of financial services to the stabilising of international order, as well as global agriculture, the fight against Aids, water availability, global climate change and the non-proliferation of weapons of mass destruction. One of its aims should be the establishment of an EU-US free trade area, which could potentially act as a driving force for the global economy. We learnt from President Bush’s visit in February that the Americans are aware of the need for a strong partner on the other side of the Atlantic. It is therefore my belief that the European Union should seize this opportunity to strengthen a partnership that could act as a key to world order and stability."@en1
