". Bulgaria and Romania should become members of the EU. Before this takes place, though, the countries must meet certain criteria. The Commission’s latest progress reports note that both countries have a great deal of ground to cover before they meet the accession criteria, in particular with regard to the fight against corruption and the establishment of a judiciary operating under the rule of law. It is for this reason that the efforts undertaken by the new Romanian Government, which is resolutely pushing ahead with reforms in order to overcome the failings of its predecessor, are particularly welcome. Given that both countries are still a remarkably long way from meeting the accession criteria, and in view of the fact that we are still 20 months away from the envisaged date of accession, I do not feel able at this time to vote in favour of Bulgaria and Romania joining the EU."@en1
