". It seems clear that Bulgaria will be in a position to join the EU on 1 January 2007, in line with the decisions taken by the other European institutions. I therefore feel that Parliament should add its opinion to those already delivered and publicly declare itself in favour of that country’s accession. Aside from this point of principle, it is clear that there are some gaps that must be securely plugged, particularly as regards the legal and policing systems, in order to improve efficiency in fighting crime and to provide for the increased transparency and procedural safeguards that are essential under the rule of law. At this preparatory stage, it is also important to attach special importance to the rights of ethnic minorities and the need to guarantee their identity, and to protect the most fragile and most vulnerable sections in society, such as children and the elderly, especially in a changing society. I voted in favour, in the expectation that Bulgaria can soon join the 25 in an ever bigger and ever more plural Europe."@en1
