"Mr President, the good news about the Spring Summit was that a decision was taken to draw up a long-term strategy to reduce greenhouse emissions. A decision was also taken to consider setting binding targets for the mid- and long-term. It is absolutely essential that steps should now be taken to make ambitious proposals for the time after 2012.
Unfortunately, recent history has shown that it has been considerably easier for the European Union to draw up and agree ambitious targets than it has been to implement them. If we seek a new, successful start to the Lisbon Strategy, we should look for new leadership in the European Union in all areas of policy. We need to consider the interests of the Community, commit to the agreed decisions, and act in such a way that all the Member States derive added value from European cooperation."@en1
