The letter in which the Commission informed the United Kingdom of the reasons why it initiated the procedure under Article 88(2) of the EC Treaty with regard to the setting-up of the Nuclear Decommissioning Agency was published in the Official Journal of the European Union of 21 December 2004. That document includes a detailed estimate of the amount of State aid potentially involved for each of the activities that will be undertaken by the Agency. Depending on the mode of computation and on market hypothesis, the total sum of public funds involved may vary from GBP 0 to GBP 8 billion. The Commission shares the view of the honourable Member that all electricity generation costs should, in principle, be internalised. Exceptions to this principle may be justified, however, where they can be shown to contribute significantly in other ways to the common good. That is the case, for instance, for renewables. The Commission's inquiry in the case of the Nuclear Decommissioning Agency aims precisely to determine whether or not specific characteristics of the case may justify a partial exception to the principle of internalisation of costs."@en1
