"Mr President, I was responsible for the Committee on Regional Developmentās opinion on this discharge. The Court of Auditors gave a relatively clean bill of health to the internal organisation administration of the structural funds, but that was not the case in relation to the Member States.
One of the fundamental problems we have with the whole system is that of shared responsibility. When the Member States fail, the Commission gets the blame. Until we sort out that issue we will not get very far. Therefore I suggested that we should not agree to sign the interinstitutional agreement until the Member States agree to sign annual statements of assurance. I am sorry that some of the other parties did not agree to pre-empt that situation in this report. I hope they will show more backbone when it comes to the interinstitutional agreement.
It is also important that we have more preventive measures in order to stop fraud and mismanagement. It is essential that the Commission use the Court of Auditors a bit more in terms of giving opinion on the development of policy. Will the Commissioner give a commitment to ensure that, in future, there is a systematic policy of asking the Court of Auditors for its advice during the development of policy? There is a real opportunity now, in particular with the new seven-year programmes coming up."@en1
