"Mr President, ladies and gentlemen, on behalf of the Committee on Civil Liberties, Justice and Home Affairs, I would first of all like to express my pleasure at the progress that was made in 2003 in the implementation of the budget in the area of freedom, security and justice, even though the payment implementation level was still much too low. I would, however, like to draw attention to the remarks made by the Court of Auditors concerning the use of European Refugee Fund credits.
More generally, I would like to stress that the development of shared management between the Commission and the Member States in budget matters will require the latter to make serious additional efforts. In this respect, I agree with our rapporteur, Mr Wynn, when he writes in paragraph 104 of his report that the European Parliament deplores the failure of some
Member States to control and manage taxpayers' money for which they are responsible, and points to the hypocrisy of some Member States in blaming the Commission for failing to control expenditure for which those Member States are responsible."@en1
