"The preservation of biodiversity and the reversal of desertification are essential in ensuring sustainable development. Healthy ecosystems provide important social and economic resources. The Natura 2000 network, based on sites protected under the Birds Directive and the Habitats Directive, is contributing towards achieving this objective. In its proposal for the financial perspective for 2007-2013, the Commission intends that the annual cost of managing the Natura 2000 network, EUR 6.1 billion per year, should be financed from existing funds. Although the objective of reversing the loss of biodiversity is being pursued, no attempt is being made to combat its causes: we need a change in the production model based on profit maximisation, of which one example is the release of GMOs into the environment. Similarly, the necessary financing is not provided for, as this objective has to ‘compete’ with other economic and social objectives. We therefore consider that the appropriations for rural development, which are intended to compensate farmers’ additional costs, and those for the Structural Funds should be proportionately increased if the costs of managing Natura 2000 are to be found from these funds. It is also essential to increase funding for the LIFE programme and/or to establish a programme dedicated to this network so as to ensure that its objectives are met."@en1
