"I thank the President for this response and should like, at the same time, to give expression to a certain level of astonishment about the fact that there is talk of a war between two factions. As far as I can judge, this is about the terrorist activities of the Lord’s Resistance Army, backed by the Sudanese Government and at the expense of the people of Northern Uganda. I wonder whether it would not be opportune to include in the political dialogue with Sudan, and not only in the political dialogue with Uganda, the issue of the Lord's Resistance Army and the massive scale on which human rights are being violated. Secondly, what initiatives does the Council intend to take in order to counter the absence of any punishment in this conflict, more particularly with regard to the complaint that has been lodged with the International Criminal Court in The Hague?"@en1
