"Mr President, in this commotion, it is difficult to explain in a few words that in the proposal which I tabled on behalf of the Group of the European People’s Party (Christian Democrats) and European Democrats to reject the De Rossa report does nevertheless recognise that the Commission proposal contains a number of positive elements, which it has never been my intention to do away with. The request should rather be seen as a message to the Council of Ministers, in which 22 countries adhere to the rules as enshrined in Regulation 1408/71, and there are three Member States, namely the United Kingdom, Finland and Sweden, that have been unable to support them. This message had to be sent at some stage, and I hope that due consideration will be given to ensuring the highest standard of mobility for workers in Europe; if not, we can forget about the Lisbon objectives. I think that this message has been received if more than 200 people have approved a proposal as rigid as the one I have tabled."@en1
