"Mr President, ladies and gentlemen, there is no doubt that contending with unemployment, which is a cause of social exclusion and poverty, is one of the most important tasks for the European Union’s social policy. If you look, though, at the unemployment figures not only in Germany, but also in my own country of Austria, it would appear that these efforts have already proved fruitless, for the point has to be made that, at the same time as jobs have migrated from them to low-wage countries, illegal immigration has created a new underclass at home. When, for example, as we see from the German visa scandal, hundreds of thousands, if not millions, of Ukrainians enter the EU in the guise of tourists in order to provide cheap labour, this means in real terms that jobs in the EU Member States are being wiped out. The war on unemployment must therefore also be a war on illegal immigrants and on illegal migrant labour. It is self-evident that dubious organisations or firms must be prevented from bringing cheap labour into the EU under cover of the freedom to provide services."@en1
