"Mr President, a few days ago doctors at the World Health Organization warned that the world faces the very grave possibility of the virus known as bird flu triggering a human flu pandemic. The mortality rate for the virus is currently around 72%. Should the virus spread among humans, this flu could kill literally millions of people. The World Health Organization advises that stockpiling vaccines is just one of the measures governments can implement to combat the spread of the virus. Italy and France reportedly plan to stockpile two million doses of a vaccine each, while the UK has decided against this owing to the difficulty of designing an effective anti-viral drug in advance against a mutative virus. Klaus Stöhr, head of the World Health Organization’s Global Influenza Programme, voiced his concerns in November last year. It is now time to ask whether the European Union is doing enough to prepare itself for a potential pandemic, and if not, why not?"@en1
