I congratulate Mrs Attwooll on the important and timely report she has produced on the proposal for a Council regulation establishing a Community Fisheries Control Agency and amending Regulation (EEC) No 2847/93 establishing a control system applicable to the common fisheries policy. I give it my full support, particularly since the proposed changes seek to clarify the role of the agency as a facilitator, particularly in the context of the formulation of joint deployment plans, which involve a pooling by Member States of their control and inspection resources, as well as the nature of the functions performed by the Fisheries Monitoring Centre. The establishment of the agency deserves our full support, since its role will be that of a facilitator of fisheries plans to be drawn up by Member States for the inspection and control of their resources. It will be a support body for the implementation of the new common fisheries policy, which will help to create more uniform and effective control and inspection procedures. For it to function effectively, however, an operational organising structure needs to be set up to act as a facilitator of the whole procedure."@en1
