". Thank you for the question. The reason why we are now talking about sugar is that we have been making progress and undertaking reforms in many different sectors of agriculture, but sugar has been untouched for the last 40 years. Therefore, we must reform the sugar industry. We must do so also because we are now granting access to the EU market to the 49 poorest countries in the world through the 'Everything But Arms' Agreement. From 2006 to 2009, these countries will have progressive access to the European market at a price higher than the world market price. In that way they will have a special chance to escape from poverty. This is also an element of our proposal on sugar."@en1
