"Mr President, today we are debating, for the umpteenth time in the European Parliament, the long-term human tragedy experienced by the people of Palestine and the people of Israel. We truly face a new chance for a substantive peace process; the new situation following the Palestinian presidential elections advocates the appraisal that the preconditions for a chance for peace, stability and security in a long-suffering area are in place. A return to the negotiating table is more than imperative. Reactivation of the roadmap for peace is also imperative. It is precisely the strengthening of the validity of the roadmap that will allow a stable and final peace agreement to be negotiated. I should like to emphasise in particular the need to reinforce the special role of the Quartet. It is a role which should reflect the elements of cohesion, of clarity of objective and of decisiveness. I should also like to point out that Mr Solana's practical proposals concerning security, reforms and financial aid are a move in the right direction. They are an indispensable European contribution towards efforts to establish framework terms for strengthening both political and economic security. Our central aim, which the European Council laid down in December, is clear: an independent, democratic and viable Palestinian State, which will coexist peacefully and within a framework of security with Israel and the neighbouring states. However, it is not enough that we alone want it. Above all, the protagonists in the dispute must themselves want it."@en1
