"Mr President, it is a matter of general agreement in this House that we want to get back on track and make progress towards achieving a lasting solution to the Israeli-Palestinian conflict. Now that a Palestinian President has been elected and there has been a cabinet reshuffle in Israel, expectations are high, both here in Europe and among the people in Israel and Palestine. From talks outside the official programme in Ramallah, and from observation of the elections to the west of it, I got the impression that, while people are of course suffering from the occupation, they do not have a good word to say for the way things used to be run by their own people, for Arafat’s inability and unwillingness to do all that was needed to create within the Palestinian Autonomous Authority effective structures for the security forces and health care, among other things, are no secret to anyone. It is our task to ensure that the Quartet join together in accompanying whatever happens now, which may be withdrawal from Gaza. I want to see the EU, the USA and the other stakeholders joining together in dealing with both sides. I do not think that this sort of ‘one after the other diplomacy’ gives the parties concerned the right impression, so let them see the whole Quartet present there and hear it speaking with one voice. Your task, Mr Solana, is to make a start right now on planning for what happens – by which I mean planning how we will deal with the parties – after withdrawal from Gaza, so that things can really progress from that point on. If not, this conflict really will become a never-ending story."@en1
