"Mr President, Parliament’s election observation mission to Palestine in which I had the privilege to participate has concluded that the elections were to a very large extent free and fair. The Palestinian people now have a legitimate President and a valid interlocutor to negotiate peace with Israel. President Abbas needs to be given both the time and encouragement to consolidate his position and to implement his electoral programme, that is, firstly to end the armed Intafada and prioritise the political process, and secondly, to proceed to the necessary internal institutional and – in particular – security reforms. The news of recent days indicates that there are already some positive effects on the ground. The deployment of Palestinian policemen in northern Gaza and the reported progress in talks with the armed factions have led to four days of calm followed possibly by a ceasefire. Given the precarious nature of such ceasefires, it will be helpful that substantial gestures – such as the lifting of the restrictions of movement, the freezing of settlement activity, the halting of the construction of the separation wall and extra-judicial killings – will go a long way towards creating the favourable context of this window of opportunity. The decision by the EU to send such a large mission to assist and observe the election, and to nominate as its head an eminent member of this Parliament, was commendable, as it made our presence felt both locally and internationally. Great efforts on the EU’s behalf are now needed within the context of the Quartet, to encourage both sides to capitalise on the developments in the interests of peace. The objective is to resume negotiations, which will regenerate hope. Hope strengthens moderation, frustration allows extremists to thrive. That is the only way the vicious circle can be broken."@en1
