lpv:translated text	"Mr President, Mr President of the Commission, if you ask the citizens of our Member States what is important to them in their daily lives, the need for security is top of their list of priorities. People judge whether the Commission and this Parliament are successful or not on the basis of whether we can offer them security in their own country, in their own homes, and in Europe. On behalf of the Group of the European People’s Party, I therefore very much welcome the proposed strategic guidelines and basic principles, and the priorities that have been set. I would, however, like to take this opportunity to point out that political will and practical implementation are often not the same thing. The improved monitoring and surveillance of our enlarged Europe’s external borders are within the scope of the tasks outlined by the Commission, and in this it has our wholehearted support, but one thing that will be crucial in terms of its success will be whether or not the Council will once and for all resolve the issue of where the Borders Agency is to be based, thereby enabling it to start functioning. When it comes to effective controls, the introduction of European passports and visa documents that are proof against counterfeiting and falsification would be a good starting point, as would the inclusion of biometric data in these documents. Progress must also be made with operational cooperation by police forces in a Europe with open internal borders. What is needed is European machinery rather than national measures; on that, this House agrees with the Commission, but the Council has for over a year been unable to agree on a new head for Europol. Whilst assuring the Commission and its President that we are alongside them in this, I would appeal to the Council to again give its attention to the points I have enumerated."@en1
