"Mr President, I warmly welcome Mr Barroso’s strategic objectives because, for the first time, they set prosperity as the number one goal, the first step towards which is a friendly business environment. The Committee on the Internal Market and Consumer Protection – which I have the privilege of leading for the PPE-DE Group – will work with you and your services to achieve those twin aims. The internal market is absolutely crucial in this respect, with 2005 marking a critical stage in the process, and I am delighted that you have identified the huge growth potential of services in this connection. The directive on the internal market for services is quite rightly an ambitious and wide-ranging project. Members on my side of the House will work with you to deliver the growth market for services by pushing ahead with that important directive. Changes may be needed in order for it to work, but you have our backing. Do not listen to the siren voices on the other side of the House urging you to slow down. Why is this internal market for services directive so important? It is important because we must move the internal market forward to the next stage, where Member States start to trust each other to organise and control the market. We must make mutual recognition work, be it for goods or services. Why can we not have country of origin control of business establishment? Why can we not exchange information between administrations? Why can we not trust governments to deliver? Members on the other side of the House do not want this directive because they do not trust governments to deliver. Indeed, the word ‘trust’ does not appear. However, I know you will not back down, and hope that you will take forward with the Council the task of making the internal market work and of ensuring that internal market rules are enforced properly on the ground so that we can achieve our goals of a better environment and jobs and prosperity for everyone."@en1
