"Mr President, ladies and gentlemen, the Commission also adopted today its legislative and work programme for 2005. This is the first practical demonstration of the partnership that the Commission is proposing to you. This programme translates the key elements – the five-year strategy – into actions for this year. This is the new Commission’s starting point for action. For a number of reasons, the programme is innovative and realistic. Firstly, this is a programme that is focused on the main political objectives that the Commission is proposing to meet by the end of its term in office. The programme also constitutes the first step in the implementation of strategic objectives. I should like, if I may, to illustrate my proposal by mentioning certain key steps. The Commission is committed to a mid-term review of the Lisbon Strategy and the sustainable development strategy, and will submit the proposals that are still needed so that the proposed package on the future financial perspectives can be completed. Major effort will also be needed in order to implement the Hague programme aimed at driving forward the area of freedom, security and justice. A fresh social agenda will be put forward to promote the social dimension of economic progress. In order for these steps actually to be taken, we are tabling a list of priority initiatives that the Commission intends to adopt by the end of the year. These initiatives will be submitted for an impact assessment in order to ensure that the principles of proportionality, subsidiarity and added value to the Union are properly implemented. Furthermore, in order to improve the flow of information between the Commission and Parliament and to improve the legislative process, I can announce to you that we shall be providing monthly estimates on the legislative proposals being drawn up, and those estimates will be regularly updated. Moreover, in keeping with the spirit of the proposed partnership, the Commission is looking to improve the implementation of its work programme, and in order to do this, it is seeking to work more closely with Parliament. Accordingly, the team of Commissioners, and in particular Vice-President Wallström, plans to set up permanent dialogue on such matters with you. In short, Mr President, ladies and gentlemen, I hope that this programme is the first stage in the partnership for European renewal that the Commission is proposing to you today."@en1
