"Mr President, Mr President-in-Office of the Council, honourable Members, ladies and gentlemen, the Commission today took one of its most important decisions: it adopted the political framework for action, which it intends to follow during its five-year mandate. This is why I am here today to present to you a strategy for European action. The starting point for this strategy is to meet the expectations and needs of Europe’s citizens and its aim is to ensure that by 2010 Europe will be well on the way towards renewal. I should like to propose to you that Parliament should also make this its strategy. The Constitution provides for a common action programme that must be agreed upon by Parliament, the Council and the Commission. I suggest that we take our lead from this provision straightaway, and propose to Parliament and the Council that the strategic objectives for the Union adopted by the Commission today act as a basis for joint action in the next five years. This is a partnership for a renewed Europe. Why does the Union need a partnership? Enlargement has demonstrated that Europe is a success, but the truth of the matter is that many citizens still appear to have doubts. Together we must strengthen our legitimacy; together we must send out a stronger message; together we must show our political determination to strive to achieve common goals."@en1
