lpv:spoken text	". I welcome this resolution which recalls the scale of the tragedy faced by the peoples of the Indian Ocean and our European solidarity with them. The resolution is nevertheless right to note that much of the money pledged by EU governments to help rebuild the shattered infrastructure and lives in the Countries hit by the Tsunami is not new money but has largely been taken from other development projects. We must not ask the people of Africa and other poor countries to bear the cost of our justified humanitarian response to the Tsunami victims. The money we give should be in addition to our normal development budget. The international community should also pay particular attention to the plight of children, some of whom face the real danger of being victims twice if they are not given protection from those ever willing to exploit their vulnerability"@en1
