"Mr President, I should like to express, over and above the shock we all felt confronted with the huge suffering caused in the Indian Ocean by the disastrous tidal wave experienced at the end of last year, the unease we felt at seeing the development of a diplomacy of compassion that was naturally not devoid of ulterior motives on the part of the nations concerned. I am consequently very pleased that, in the resolution adopted by the European Parliament, we were considering arranging for a European Civil Protection Corps to be put in place, with the task of putting together another form of aid, free from the ulterior motives described and, especially, from the competition we have witnessed in the charitable and emergency relief stakes. In view of this, I should like us to do more to make use of the enhanced cooperation mechanism put in place on 23 October 2001 by creating a genuine European civil protection headquarters capable of training experts and sending them out in the colours of the European Union so that the EU might physically demonstrate its commitment in periods of emergency and reconstruction. I should also like us to take account of this within the framework of the Financial Perspectives adopted, given that the Solidarity Fund notoriously lacks the flexibility not only for mobilising the necessary help in transporting resources but also for channelling the emergency aid that presupposes completely mobile and available funds. I was expressing myself along these lines as early as 1999. I welcome the efforts successfully made by the Commission and the Council, and I hope that Europe will very quickly have available to it helmets painted with the blue of the European flag and signalling emergency aid."@en1
