"I am well aware of the legal framework in which the European anti-terrorism policy can operate as far as the Commission is concerned and you described it very well. If, however, we do not wish to demonstrate collective hypocrisy, we need to say how things stand. And the way they stand is that we have major conferences, with all the Heads of Government present, and afterwards they have a press conference, set out a decision and following this decision nothing happens.
