The statement by Commissioner Ferrero-Waldner in this campaign says that the world must become a better place, but this evidently means primarily for Europeans and that development cooperation must in the first instance bring stability to our 'immediate neighbourhood'. Combating poverty has been relegated to a secondary role. Can the Commission say whether this approach, which is primarily designed to make Europe more secure rather than providing permanent solutions to third world development, is compatible with the development agenda of the developing countries and consistent with Article 177 of the Treaty and the UN Millennium goals?"@en1
