"Mr President, at the beginning of this part-session we quite rightly held one minute's silence for the terrible losses in Asia. At times of such major devastation, smaller tragedies tend to go unnoticed. Over the past weekend, the city of Carlisle and the region of Cumberland have witnessed horrendous flooding following severe storms as well as the deaths of elderly people. I should like to ask you in your capacity as President to send a letter to the Mayor of Carlisle expressing our solidarity with the people of the city and of the county, and also to ask the Commission whether it can afford any help at this time of crisis for those people."@en1
