The reason I put the question to him was because when this was originally discussed as a programme, it came from the Council, and the Netherlands Government was one of the governments, together with the Irish Government, the Luxembourg Government and the Italian Government, which were putting it forward as a proposal that should be pushed at Commission level. Following on from what you have said and what you know that the Commission is undertaking, are there any particular initiatives that the presidency wants to see carried forward from its presidency to the Luxembourg presidency to ensure that the role of this programme is fully implemented?"@en1
