I should first like to clarify the following: according to our Rules of Procedure, when a Member who is scheduled to ask a question cannot be here, he or she must personally request a replacement to speak on his or her behalf. Accordingly, the Bureau cannot accept replacements by third parties, such as political group secretaries-general. The requests for replacement by the Members who asked Questions Nos 4 and 7, Mr Aylward and Mr Ryan, are therefore not accepted, and if at the time of the questions concerned those Members are not here, the questions will be deemed to have lapsed. Before you answer the first question, Mr Nicolaï, I should in any case like to remind the House what Mr Vidal-Quadras told us this morning – that this sitting must finish today at 6.30 p.m., due to commitments that the Council’s representative cannot postpone."@en1
