". I wish to congratulate Mrs Lambert on her important and timely report on asylum procedure and protection in regions of origin. I endorse the report, in particular where it proposes, in addition to the current European common asylum policy, the creation of measures both to develop orderly and better organised entry into the EU of persons in need of international protection and to step up protection capacity in the regions of origin. The aim is therefore to protect, at an early stage, political asylum seekers and refugees who, given the lengthy processing of asylum claims, especially in crisis situations, may resort to illegal means of travel, which may undermine their personal security. Statistics show that in 2003 some 70% of the world’s refugees remained in their region of origin. It is therefore essential to offer greater protection of better quality in those regions, but to be clear that this is in addition to the EU’s current responsibilities to offer protection under international agreements."@en1
