". The Commission did not manage to obtain a unanimous decision in the Council on its proposal for a directive on simplifying and streamlining reduced VAT rates. Consequently, the period of application of Directive 1999/85/EU, authorising Member States to apply, on an experimental basis, a reduced VAT rate on labour-intensive services, has been repeatedly extended, and now comes to an end on 31 December 2005. The purpose of this recasting of the Directive is to make it possible for the new Member States, following enlargement, to apply it, and this is something that we welcome. Whilst the Commission’s assessment report says that the effects of this measure are negligible and that the cost/benefit ratio is unfavourable, the Commission’s main objective revolves around the difficulty of harmonising VAT, although it does state that this measure does not prejudice the rules of the internal market. Although we have certain reservations about this measure, and taking account of the fact that the measure will not solve the problems of high unemployment in the EU, we feel that this authorisation should be maintained for Member States that wish to apply it permanently. This will contribute further towards creating jobs and towards combating the parallel economy. We hope that the new Member States will make their contribution towards achieving this aim."@en1
