lpv:translated text	"Mr President, I would like to return to this afternoon’s debate. It is a great pity that the Council is not present now to listen to our debate on the problems we face with the Financial Perspective, for, speaking as a regional politician – and as one who works in this House’s Committee on Regional Development – it is clear to me that we need the security to plan ahead. That means that we need agreement, and need it very soon, as 2005 is the final deadline if the planning stage is not to prove insufficient for the local authorities. What that also means is that the loss is borne by the local stakeholders who want to get involved in planning, because the planning rules will be implemented at this level far too late. I also endorse what the Commissioner said about it making sense, in this first year with ten new Member States, to extend the period to seven years, in order to have a long planning stage where the Structural Funds are concerned. That makes sense in practical terms. I also want to stress that the Structural Funds must not be turned into a piggy bank, for cohesion is at the heart of the European Union. In the country I know best, this throws up contradictions when politicians appeal to the masses with speeches about the 1% issue, only then to go to Brussels and ask for money to sort out the structural problems in their region. We want a truly European policy, and that is not it!"@en1
