"Mr President, I had hoped in this speech to welcome a political breakthrough in Northern Ireland and to hail an irreversible abandonment by the IRA of its dirty war and its means of war. Sadly, however, as so often in the past, while Sinn Fein IRA has talked the talk, it has failed to walk the walk. Today, although mouthing commitment to democracy, it clings to the weapons of terror. Thus it continues to exclude itself from democratic government in Northern Ireland. It prefers the click of the rifle to the click of the camera. Camera shy, but terror proud. Make no mistake, it is Sinn Fein IRA alone that has once again let the people of Northern Ireland down. Democrats choose the camera shot, Sinn Fein chooses the rifle shot. The challenge now is to let democrats move on without them."@en1
