"Mr President, I share the opinion of many in this House that it is important to have an agreement about the financial perspectives for the future. That is preferable to falling back on some article or other, be it in the Treaty or elsewhere. That is why I believe it is to be welcomed that the Council intends to develop these new financial perspectives in thorough consultation and consensus with Parliament and to meet regularly for that purpose. I think that what the financial perspectives of the future could benefit from is more flexibility between the chapters. The Council could question, however, whether that is dangerous. I do not think so. After all, we have, with the current forms of flexibility, always stayed far below the standards which the agreement provide for. Another area of concern is cofinancing. Not all components of the budget are being ‘cofinanced’. Some are, some are not. I think that there is scope for flexibility in this respect too, including by different application in the poor and rich Member States of the European Union."@en1
