We wholeheartedly support the Code of Conduct, but are opposed to talking at this stage about legally binding provisions and full harmonisation of the Member States’ arms export control policy. We prefer political decisions in this area and want the Member States to be allowed to retain the ultimate right of decision. We also believe that the issue of a special tax on the arms trade (paragraph 40) does not belong in this report. The notion that the more weapons that are sold, the more the victims benefit is also contradictory. We cannot support this proposal without further information and preparation."@en1
