"Mr President, I should like to draw your attention to the issue of the additional funds required pursuant to the EU’s current enlargement. The political decision to enlarge has obvious financial implications, as there must be a guarantee of additional funding to integrate the new Member States effectively.
We cannot agree to the proposal to limit the EU budget at a time when it has only just undergone enlargement to include ten new and mainly poor countries. Our priority should be to ensure that an appropriate budget is available to strengthen the cohesion of the EU as it currently exists. Only then should we make plans for the funding of further enlargements, given that this will require additional resources."@en1
