"Mr President, on 29 November the Committee on Culture and Education will hold a hearing of experts on this matter, after which Parliament will want to bring forward specific proposals. I would like to mention a number of complex areas. One is the development of illicit drugs, which are becoming increasingly difficult to detect. Another is that the increasing professionalism of sport and the huge financial rewards on offer mean that the temptation to enhance performance through illicit drugs has increased. Lastly, even when sportsmen are found to have cheated, the real winners are denied recognition for their victory because of delays attributable to the testing system. I have two questions: should random testing not be considerably increased in order to increase the certainty of detection and, similarly, what technical improvements are required to remove all doubt? It is often claimed that when sportsmen have failed tests it has been due to their taking legal medication. Once we have specific answers to these questions, we will come back with proposals."@en1
