"Commissioner, I am sorry, but I think that both the European Parliament and the Commission need to make more of an effort to combat doping. Numerous efforts have, of course, been made, but I do not think that they suffice. In 1999, the Commission announced that it would promote a proposal for a recommendation to the Council in accordance with Article 152 and, in the first half of 2002, that it would publish a proposal on doping based on Article 152. Two and a half years have passed since then and we have seen neither the one proposal nor the other. That is a black mark on the European Commission's copybook. I am sorry because, on 14 September, in reply to a question in the European Parliament, you told us that there was no legal basis for us to do more. Yet, in May 2000, you said that there was a legal basis and it was public health. The Commission should therefore draft a directive on the basis of public health and the European Parliament should give it its urgent attention."@en1
