British Conservatives recognise that climate change is one of the greatest challenges to be faced by our generation and those that will follow us. Whilst we cannot predict with certainty the extent to which temperatures will rise, we can be certain that the risk of abrupt climate change exists. If we are serious about tackling man-made climate change then we must be serious about reducing global aviation emissions, which are expected to double by 2020. That is why we support action to include aviation in a global emissions trading scheme. If the global authorities will not act, then the EU must be free to introduce its own scheme. We have severe reservations as to the effectiveness of fuel and emissions taxes. These would have a negligible effect on demand for most air travel, but would have a disproportionate effect on the budget airline sector. It is unlikely that the proceeds of such taxes would be used to mitigate the effect of the emissions, leaving such schemes as nothing more than revenue-raising exercises. Nor do we believe that the Commission needs a seat on the ICAO Assembly."@en1
