There are five Member States which have either transposed only certain parts of the directives or have failed to transpose them in full conformity. For these Member States, as I said earlier, the Commission was quick to initiate infringement procedures. In the case of the employment framework directive, a reasoned opinion - which is the second phase of the infringement procedure - was sent in July 2004 and we are expecting an answer within two months. If no reply is forthcoming, the matter will be immediately referred to the European Court of Justice. We will use all the enforcement measures at our disposal in order to persuade these Member States to move ahead with these very important directives."@en1
