". The Commission has stalled for time and Parliament has let it get away with it. If the Commission refuses, both individually and collectively, to accept responsibility of its own free will and accord, then it is for our House to oblige it to do so. No response to the plenary debate on the motion of censure, held on Wednesday 21 April, has been forthcoming, any more than to yet another resolution on 22 April 2004. The fact of the situation is that the Commission is neither listening to Parliament’s demands nor responding to them. The reason why there is opposition to this motion is that its opponents are happy that the Commission should be irresponsible. It follows that the failure of this motion sends a very poor message to the citizens of the twenty-five Member States. Although the European Parliament is authorised to exercise the power of democratic control, a majority of its Members has explicitly declined to do so."@en1
