I wish I could share the optimism of the Council and the Commission that Pakistan is about to demonstrate its commitment to democracy and human rights. I find it more likely that Pakistan would quote Article 1 of the agreement, where it says that respect for human rights and democratic principles underpins Pakistan's domestic policies and constitutes an essential element of the agreement. In other words, we have now given legitimacy to the current behaviour of Pakistan.
The Committee on Development and Cooperation has therefore asked the Commission to make an evaluation of the human rights situation after one year. I should like to ask Commissioner Patten if the Commission is prepared to do that and also, if the situation is not better after one year, to bear the consequences."@en1
