As you saw when you were here and wishing to speak at the beginning of the part-session this week, I found myself in a dilemma. We had an important exchange of views on another matter, so at 6 p.m. – one hour into our session – we had not yet started our debates on an evening when we had already extended the sitting to 11 p.m. I extend my apologies to those who wished to speak and had to do so either later in the day or in writing, but it was exceptional.
