". Establishing a Visa Information System (VIS) should be seen as part of the Schengen Information System (SIS) and EURODAC, within the framework of communitarising the ‘third pillar’, namely, Justice and Home Affairs, and seeks to remove certain key competences from the Member States. It should be noted that, as from 1 May, such a decision no longer requires unanimity in the Council. The VIS is proposed as a system for the exchange of Visa data between Member States. Whilst we do not share the rapporteur’s position, we do accept his conclusion that this Commission initiative must be rejected, given in particular that it defines neither the system nor its operation ‘including the categories of data to be entered into the system, the purposes for which they are to be entered and the criteria for their entry, the rules concerning the content of VIS records, the rights of access for authorities to enter, update and consult the data and rules on the protection of personal data and its control’. Hence our vote against the proposal."@en1
