This report proposes to amend Regulation (EC, Euratom) No 2728/94 establishing a Guarantee Fund for external actions, in light of the accession of new Member States on 1 May 2004.
The Guarantee Fund covers guaranteed loans granted to third countries and the guarantees for these loans. With ten countries soon to join the EU, in 2004, the Fund will be affected by the fact that various countries have benefited from European Investment Bank (EIB) loans, guaranteed by the EU budget, which means that these will be covered by the target amount from the moment they join the Union. The guarantees will remain in place, but the associated credit risk will now be transferred to the Union budget. This proposal for an amendment establishes rules to address all of these situations and to ensure an ordered transfer of these responsibilities from the Fund to the budget. In terms of the financial implications, this is an exceptional and inevitable financial operation, because it is linked to the process of enlargement, and I have consequently voted in favour."@en1
