"Mr President, the European Summit in Brussels last week gave a mandate to the Irish presidency to complete the negotiations for the Constitutional Treaty by the next summit on 17 June. To move from a Union of 15 Member States – soon to be 25 – to a single state with legal entity, whose laws will have primacy over the laws of those Member States, is a development which my party – the UK Independence Party – believes should not be concluded without the express will of the population by a referendum. Our politicians in Westminster voted yesterday to deny the British electorate that right. That decision will certainly lead to public discontent. We shall continue to put pressure on our government to concede a referendum. Opinion polls show that the British people, if given the chance, would reject this Constitution. It is my party's unambiguous view that Britain would be better off out of the EU, and the first step towards that position would be to deny Mr Blair a mandate to sign the Constitution. If he does sign up to it, let us be clear: it will mean the end of our right to self-government."@en1
